EFESC Permitting Review Process

The proposed terminal is currently undergoing Washington’s robust permitting review process. We are committed to the most thorough, transparent and comprehensive permitting process for Vancouver Energy: Washington’s state-run Energy Facility Site Evaluation Council (EFSEC) process. EFSEC is looking at multiple aspects of the proposed terminal and includes a detailed environmental impact statement. The terminal is being reviewed against local, state and federal requirements that protect human health, wildlife and the environment.

We are confident EFSEC’s findings will confirm the proposed terminal can be designed, constructed and operated in a safe and environmentally-responsible manner. The below timeline summarizes key points in times for the permitting review process thus far.

  • April 2013 – Port selects Vancouver Energy to pursue permit
  • May 2013 – Port hosts public workshops on the project
  • July 2013 – Port approves Vancouver Energy’s lease
  • August 2013 – Vancouver Energy submits application to EFSEC to begin review process
  • October 2013 – Port reapproves Vancouver Energy’s lease
  • October 2013 – November 2013 – EFSEC seeks public comment on EIS scope
  • April 2014 – EFSEC approves EIS scope
  • August 2014 – Vancouver Energy submits PDEIS
  • August 2014 – Vancouver Energy submits first extension request to EFSEC
  • October 2014 – Vancouver Energy responds to EFSEC’s request for info related to the PDIES
  • January 2015 – February 2015 – Adjudication commences
  • February 2015 – Vancouver Energy submits second extension request to EFSEC
  • February 2015 – Vancouver Energy submits operating plans
  • May 2015 – EFSEC sets deadline for adjudication submissions
  • June 2015 – EFSEC delays publication of DEIS to November
  • July 2015 – Port sends letter to Governor Jay Inslee asking for update on EFSEC schedule
  • November 2015 – Vancouver Energy submits third extension request to EFSEC
  • November 2015 – EFSEC releases DEIS for public comment
  • November 2015 – January 2016 – EFSEC seeks public comment on DEIS
  • June 2016 – July 2016 – Adjudicative hearing
